In 2026, “smart city” and “smart county” rhetoric only helps if it translates into working spatial systems—shared data, clear ownership, and tools staff can run after the pilot ends.

What government GIS must deliver in Kenya
Beyond dashboards, public-sector geospatial work usually needs to support:

- Survey / CAD vendors (Trimble, Autodesk, etc.) — enter through engineering and cadastral production; government GIS succeeds when those outputs land in the county database as open layers.
Procurement tip: score vendors on data exit, OGC/open formats, role-based access, and local skills availability—not only on demo polish.
Urban planning and development control
Spatial systems help planners test zoning scenarios, track applications, and visualise infrastructure gaps. The hard part is integrating building permits, survey plans, and enforcement cases into one coordinate-honest framework.
Start with a minimum viable county geodatabase: administrative boundaries, road centreline, public facilities, approved plans footprint, and a curated imagery basemap. Expand only when stewardship is clear.
Emergency management and public safety
During floods, fires, or public health events, leadership needs shared situational awareness. That requires pre-staged hazard layers, asset locations, and a simple incident map—not a new platform invented during the crisis.
Open web maps plus PostGIS incident tables outperform PDF WhatsApp cartography. Pair with agreed SOPs: who updates what, how often, and which layer is authoritative.
Citizen engagement without theatre
Public GIS should answer concrete questions: where is the project, what is zoned here, how do I report a blocked drain? MapLibre/Leaflet portals backed by open services are enough for many use cases. Avoid “smart city” apps that collect data the county cannot process.
Governance beats technology
Successful programmes publish:
- A data stewardship matrix (who owns each layer)
- CRS and metadata standards
- Access roles (view / edit / publish)
- Backup and disaster-recovery tests
- A training path for QGIS/PostGIS—not only vendor workshops
